North West councils in Tasmania have joined forces to develop a regional approach to sport and recreational planning.
The Cradle Coast Recreation Planning Framework, launched on June 15th, 2001, is the culmination of a two-year project involving north west councils and the Tasmanian Sport and Recreation Tasmania.
The framework will be used to guide future policy and decision making on sport and recreation facilities, opportunities and services.
Information modules have been developed for the framework and these are accessible through this site. Brief descriptions of the individual modules are listed below along with links to the documents.

The Strategic Overview brings together all components of the Cradle Coast Recreation Planning Framework. It provides a planning context, recommends strategies and actions, and provides guidance to assist with implementation. In addition to a summary of each module of the Framework, it also provides a summary of facility provision, information provision, and sport and recreation development.
REGIONAL ASSESSMENT

The Regional Assessment reviews the needs and demands of community sport and recreation organisations, the capacity of Local Government to meet these needs and demands, and includes a SWOT analysis of sport and recreation in the region.
PRICING GUIDELINES

The Pricing Guidelines examine approaches to the pricing of sport and recreation facilities with a view that pricing policy can be used to assist Council to achieve its recreation delivery objectives. Prices can be set to achieve many outcomes including generating revenue, increasing, optimising or maximising use, and equity. The module suggests a number of principles that are essential for an effective pricing policy.
FACILITY DEVELOPMENT GUIDELINES

This module provides information on current level and standard of facility provision in local and regional settings. It concludes that most facilities that could reasonably be expected to be available in West North West Tasmania, currently exist, and acknowledges that a number of new major facilities are being considered, and that some existing facilities require major upgrades. The module recommends that the provision of recreation and sport facilities be assessed within the context of a local Recreation Plan, and the principles for facility development adopted by Sport and Recreation Tasmania, ie viability, sustainability, integration, cooperation and suitability. The module also examines facility management structures.
LOCAL RECREATION PLANNING TEMPLATE

This module suggests that local recreation plans are prepared within the context of regional provision and policies outlined in the Recreation Planning Framework, local issues, and existing local and regional planning processes and constraints. Although each recreation plan must have specific objectives and outcomes to meet the needs of each individual Council, there are benefits from a consistent approach in some areas. Consistent use of terminology and consistent approaches to common issues can provide efficiencies and better understanding of recreation provision in the community. The template examines all the critical elements of recreation planning and provides an excellent starting point for local recreation planning processes.
PARTICIPATION IN SPORT AND RECREATION

This Information Module reviews research into participation, and expenditure, on sport and physical recreation activities. Three sources are reviewed; two studies undertaken by the ABS and a participation study commissioned by Office for Sport and Recreation in 1999.

ISSUES IN SPORT AND RECREATION

ECONOMIC IMPACT OF SPORT AND RECREATION

This Information Module reviews available data on the economic impact of sport and recreation. Although high quality information on the economic impact of recreation and sport in West North West Tasmania does not exist, data provided by ABS suggests that recreation and sport is a major component of the state and national economy. Extrapolation of this data suggests the local economy will derive significant benefits from the development of recreation and sport infrastructure and the promotion of recreation and sport activities.

This Information Module addresses the collection, storage and dissemination of contact information for sport and recreation clubs and associations. Although each authority has its own specific information needs and has the capacity and responsibility to collect data relating to its own constituents, a four step process for establishing and maintaining a comprehensive database of sport and recreation organisations is proposed.
