Tasmanian innovators invited to participate in Review of the National Innovation System

What do you need from Government to build your capacity for innovation? 

What gives your business its competitive edge?  

Last month the Minister for Innovation, Industry, Science and Research, Senator Kim Carr, announced a wide ranging review of Australia's national innovation system to be conducted by an expert panel chaired by Dr Terry Cutler.

The review will focus on three broad areas; innovation in business, innovation in the public sector and the role of innovation in responding to national challenges.  It is likely that this review will determine what initiatives are funded to assist innovative business activities.

The establishment of the review recognises the vital role innovation plays in boosting productivity and international economic competitiveness.  Developing innovative products, services and ways of working can increase your market share and productivity.   It is vital that Tasmanian businesses exploit this opportunity to inform the panel about their needs.

What is the National Innovation System Review?

The panel will identify gaps and weaknesses in the innovation system and develop proposals to address them, including:

  • consider the appropriateness, effectiveness and efficiency of the Research and Development (R&D) Tax Concession Scheme in promoting innovation and make recommendations to improve innovation outcomes
  • identify regulatory and other barriers to innovation and recommend ways to minimise these
  • examine the scope for simplifying and reducing program duplication and ensuring that any support provided is well-targeted and easy to access.

How can I contribute to the Review?

The panel will consult nationally.  Industry can input through public meetings and the review secretariat will accept written submissions to 30 April 2008.  A submissions paper and fact sheets are located on the Review website.

What will be done with the Review?

The panel will provide a 'Green Paper' to the Government detailing policy options by 31 July 2008.  The Green Paper will be released for public comment and used as the basis for the development of a Government 'White Paper', from which Government will develop policy and programs to assist the national economy.
