Council overview

The Tasmanian Government established the Building and Construction Industry Council (BCIC) in June 2000. Major industry sectors are represented on the council, including the housing, commercial and civil construction sub-sectors, as well as consulting engineers, architects, plumbers and union representatives.

The BCIC has five key goals:

  • Vision: A sustainable Tasmanian building and construction industry supporting and enabling economic and cultural development.
  • Positioning: A building and construction industry that is well positioned locally, nationally and globally.
  • Competitiveness: To develop a competitive building and construction industry in local, national and global markets.
  • Innovation: A building and construction industry that is recognised as innovative.
  • Sustainability: An industry that makes a genuine contribution to sustainable development by building or refurbishing facilities and infrastructure that make more efficient use of resources, protect ecological systems and account for community needs.

Industry Council update

The Council and the Tasmanian Building and Construction Industry Training Board (TBCITB) have signed a Memorandum of Understanding (MOU) as the basis of future collaboration and cooperation.

The TBCITB is recognised as the principal advisor on all matters relating to training in the building and construction industry in Tasmania. The MOU provides the Council with an opportunity to develop a close partnership with the TBCITB and develop and implement proposals that will mutually advance the aims, objectives and strategies of their respective organisations.

The Council has continued the work commenced in 2006 with the Department of Justice Workplace Standards Division on the key issue of security of payments.  The Council has been involved in pursuing this issue as the hierarchical contractual structure of the industry means that security of payment is a major concern.  A report by Stenning & Associates was commissioned by Workplace Standards and was presented to the Council. The report set out the current legislative framework and the possible models for any future legislation.

During 2007, the Council also conducted an industry roundtable to identify key issues and to examine how it may better develop its linkages with key elements of the industry. As a result a number of new appointments to the Council have been endorsed and recommended to the Minister.

Future Focus

Tasmanian Building and Construction $10,000 Innovation Award 2007-2008

The Council has continued work in the key area of innovation supporting a joint fellowship in the form of an innovation award with the Tasmanian Building and Construction Industry Training Board.

The promotion of innovation in the building and construction industry is one of the key goals of the Council and the jointly sponsored award will recognise business innovation by a Tasmanian-owned and/or based building and construction industry company.

To be presented every two years, the Innovation Award will:

  1. recognise, showcase and share successful business innovation (best practices and products)
  2. promote innovative approaches to local industry challenges and problems through the identification and dissemination of examples of effective solutions
  3. encourage a culture of innovation within the Tasmanian building and construction industry
  4. increase industry awareness of successful international innovations and its potential benefits to local building and construction businesses.

Applicants must demonstrate the ability to develop and implement innovative ideas in the Tasmanian market that distinguishes them as a truly innovative building and construction business.

The Innovation Award winner will receive a certificate of achievement and the following benefits:

  1. a $10,000 overseas building and construction innovation/training scholarship
  2. complimentary registration to appropriate Department and Economic Development and Tourism conferences and seminars
  3. feature articles in selected Economic Development and Tourism and TBCITB publications.
